when the obama administration says they're willing to go off the cliff if a deal is not reached on rates? >> i don't think it's a bluff. if you look at the reality of what happens, all the leverage which i -- right now clearly the white house has. they get more leverage if we go over their cliff. you can argue that would not send a good message to the country, to the world. it would prove that we are dysfunctional and cannot govern, et cetera, et cetera. in terms of dealing with the policy problem, which is you have this massive and growing debt, you have to bring in more revenues. there's multiple ways to do it, but critical ways to raise rates on the top end. it was what the election was about. republicans want to play the game where they think they get something. at the end of the day they lose worse if we go over the cliff. >> that's an interesting insight because you have alan simpson on the "today" show asked dp one side is a winner or loser off the cliff. here's what he had to say, chris. >> when you have leaders from the administration saying i think it's to the advantag

the obama administration. the food stamp participation rate has risen by more than 13 million people. every single month of this year additional members, folks moving on to the roles of food stamps. it has become more expensive to run as well. in 2000 the food stamp program cost just under $1,000 per person. today the number has soared to $1,700 a person, 68 percent increase, double the rate of inflation. poverty rates continued arise. housing and urban development estimating there were 250-350000 people homeless on a typical night back at the end of 1983. this compares with an estimated 636,000 homeless at the end of last year going into the fourth year of the president's presidency. just think of all this expansion, all of the spending, the federal government over the course of almost three decades. it's what president ronald reagan promised to take on and rivers more than three decades ago. >> we are a nation that has the government cannot the other way around. and this makes as special among the nations of europe. our government has no power, except that granted it by the people. it is

of continuing tax breaks for the wealthy, the obama administration is willing to go over this cliff which means they're willing to let your taxes go up and unemployment checks go away massive spending cuts happen if the pentagon instead of continuing the tax breaks for the wealthy. now there's been very little progress here on chiapitol hill which is why so many have gone home. we know that president obama and john boehner spoke by phone. republican sources telling us they had a conversation yesterday. we don't have a readout on what that was about. we don't know that if any meetings have been scheduled. but any small sign of progress is welcome here on capitol hill. now with so many lawmakers headed home and likely to face the ire of their constituents, we saw one protester in baltimore yesterday over social security. there are a few left. today there's a joint economic committee hearing. they're going to hear from a top economist not only about the jobs numbers coming out tomorrow but also about what can be done to avoid this issue at the end of the year. >> tracie potts for us in washington.
